A Redondo Beach resident for 33 years, Garten has contributed to the South Bay community through her volunteer work with various civic organizations and via her professional life as the director of community relations at El Camino College since 2000.

Garten transformed the ECC Public Relations & Marketing Department from a two-person staff to a modern communications team that has made great strides in pioneering modern communications, marketing and messaging strategies. The department has won more than 50 national, state, and regional awards for its digital and print publications and marketing efforts during the past 17 years.

The scope of her position grew in 2006 when the El Camino Community College District partnered with the Compton Community College District to provide academic programs and services at the Compton campus. Throughout the partnership, Garten led a comprehensive public relations, community/government relations and marketing program for the Compton District, assisting in the efforts to successfully earn re-accreditation for Compton College.
